Kevin Millwood is top starter and adding a veteran presence to a young Orioles rotation will strengthen the staff. Adding Millwood to the top of the rotation shifts the entire projected rotation down a slot, forcing Brian Matusz into a relief role and strengthening the bullpen. The Orioles still need another relief pitcher.
