Matt Capps: Signed one year deal with Nationals

The Nationals have much better talent than Capps to potentially be in their bullpen. Capps has been trending in the wrong direction over the past few years. He hasn't been fooling the hitters as frequently as he used to. The Nationals have eleven capable relievers on their roster, but they need some starting pitching. Possible third starters that are available are Aroldis Chapman, Doug Davis, Dan Giese, Noah Lowry, Odalis Perez, Joel Pineiro, and Jarrod Washburn. Possible back of the rotation starters that are available are Cha Seung Baek, Braden Looper, and Pedro Martinez.
