Shawn Hill can be a number four starter on any rotation. The Blue Jays already have been starters in the fourth and fifth spots in the rotation, so Hill should start the season in the minors. He adds depth to the Blue Jays if their fourth or fifth starters get injured during the season.
The Blue Jays still need a number one starter. Erik Bedard is available as a free agent and could fit that role.
